The library was formerly the National Library established in 1895. Situated in St. Augustine’s Church, it originally belonged to Liceu de Macau (Liceu Secondary School). The Macao Central Library underwent severe challenges throughout its development. From 1917 to 1929, it successively moved to St. Joseph's Seminary, Hotel Bela Vista, Shelter for the Disabled at Tap Seac and Leal Senado Building (currently known as IAM Building). Settling there for a longer period, in 1983 the library was relocated to the current site at Avenida do Conselheiro Ferreira de Almeida, where it has gradually developed.
Today, the services of Macao Central Library are diversified. In addition to providing basic services such as library card application, photocopying, access to the Official Gazette of the Macao Special Administrative Region, book lending and access to newspapers and periodicals, the library also provides a microfilm reading service, Macao information references, back-issue newspapers and periodicals, broadband internet access, electronic news, electronic databases and other services.
To cater for readers’ needs, the interior of the library was refurbished in early 2007, where space and seats for readers were added, furniture was renewed and amenities were introduced. The two-storey main library currently occupies an area of 1,371 sq. m., with seating capacity for about 271 plus a collection of approximately 104,317 volumes (including approximately 40,229 volumes of Macao Information Collection), 672 rolls of microfilms, 5,261 audiovisual materials, 97 newspaper titles and 451 magazine titles. Generally, the collection is mainly comprised of Macao information , English and Portuguese books as well as and historical literature about Portugal in the Far East.

This library was officially opened to the public in 1993 and then closed in compliance with the NAPE renewal plan in 2005. Finally, it reopened on 10th February, 2009 following reconstruction. The new building, with a total area of 368 sq. m., is located in Ho Yin Garden. There are two floors in this library – the ground floor is the newspapers and multimedia section while the second floor is the reading room. It holds 13,697 volumes, 710 pieces of audiovisual materials, 59 newspaper titles and 105 international periodical titles, with seating for 79.

Initially owned by Carolina Antónia da Cunha, the building was constructed before 1894 (20th year of the Guangxu reign in the Qing Dynasty). It changed hands several times before it was subsequently purchased by Hong Kong magnate Sir Robert Ho Tung in 1918. After his death, his descendants executed Ho Tung’s will by not only donating Largo de Santo Agostinho, No. 3 – Ho Tung’s former dwelling – to the community but by bequeathing HK$25,000 for the government to purchase Chinese books to establish a public library collecting Chinese books.
On 1st August 1958, Sir Robert Ho Tung Library was officially opened to the public. With some 3,000 book volumes, the library was then the largest public library in Macao and the only library in Macao and Hong Kong with garden landscaping.
Having served the public for more than five decades, the Cultural Affairs Bureau of the Macao S.A.R. Government allocated tens of millions of patacas to build a new building in the backyard of Sir Robert Ho Tung Library, taking into account the preservation of the historic building and the functions of a modern library. The new structure became operational on 13th November 2006.
Currently, the total area of the old and new buildings is approximately 3,195 sq. m., plus a garden of some 1,583 sq. m., The facility has a seating capacity for some 400 people and a collection capacity of over 100,000 volumes. As the largest local library, it holds abundant information, while also being available for study, cultural activities and leisure purposes. The library has a building for rare collections, multifunction hall, indoor and outdoor reading area, children’s reading area, multimedia area, leisure area, study room, garden, stack room, administrative area, ISBN agency and various other functional areas, providing lending services for books and audio-visual audiovisual materials, sections for reading of periodicals, broadband internet access, music and film appreciation, exhibitions, lectures, ISBN application, ISSN and ISRC application on behalf, etc.
‘Chinese Ancient Books Chamber’ on the second floor of the old building contains about 5,000 volumes of rare Chinese books, including classical Chinese literature and history composed in the Jiajing reign of the Ming Dynasty. The most precious items are the 16 books from the Jiaye Book Library Tower previously collected by renowned modern bibliophile Liu Chenggan, including Manuscript of Siku Quanshu’s Synopsis by Weng Fanggang, manuscript of Records of An Accused by Cha Jizuo, Taiping Yulan (Ming manuscript) composed by Li Fang along with other authors, manuscript of Supplements to the History of the Comprehensive Mirror Topically Arranged written by Zhang Xingyao, Chronicle of Yongzhou by He Jingming, and manuscript of Major Events in the Comprehensive Mirror in Aid of Governance edited and annotated by Li Zutao.
On the whole, Sir Robert Ho Tung Library’s collection is primarily comprised of ancient books, works of literature, history, philosophy, art and architecture as well as audiovisual materials. The Books Chamber contains about 18,000 books, including about 5,000 ancient Chinese books published before 1912; there are about 93,180 general books (excluding those in the Books Chamber), 5,823 items of audiovisual materials, 69 newspaper titles from various places plus 382 titles of periodicals and bound back issues for 49 newspapers.

Established for the renovation project of Municipal Market Complex of S. Lourenço, S. Lourenço Library became operational in December 2009.
Located on the 3rd floor of the market, the library spans 1,245 sq. m. and is comprised of a reading area, a multimedia room, a children’s reading room, a newspaper and periodical reading area for reading and leisure. The library houses 17,429 volumes, 2,062 pieces of audiovisual materials, 59 global newspapers titles and 115 magazine titles. It provides seating for 140 and its activity room can accommodate 40 individuals.

The Patane Library, opened on 9th December 2016, is comprised of a group of seven old buildings with a history of over 80 years. Built in the 1930s, the buildings of the Patane Library are typical arcade buildings along the coast of the Inner Harbour. Arcade buildings feature an architectural form combining the architectural features of both Europe and Southeast Asia, and only a few arcade buildings are left in Macao at present. The Cultural Affairs Bureau has renovated the buildings and transformed them into the Patane Library. It aims not only to provide more reading space to local residents, but also to preserve and safeguard the buildings with special value and significance in the urban development, thus allowing the next generations to know more about precious historic buildings in Macao. Aside from enhancing the environment of the Inner Harbour, the renovation project has transformed the buildings into a place for the transmission of culture and knowledge.
The three-storey Patane Library covers an area of around 1,130 square metres, and provides approximate 165 seats for readers. In addition to the reading service of newspapers and magazines, the library also provides other basic services such as access to the general collection and children's collection. The library, dedicated to film and music, features a multimedia zone for holding regular film screenings, concerts and other activities. The library holds about 24,982 volumes, 5,049 audiovisual materials, 86 types of newspapers and 298 types of magazines, in order to satisfy the reading demands of readers in the Patane and nearby districts, hoping to create an environment with a reading atmosphere for residents.

Red Market Library, formerly a Post Office branch, opened on 24th July 2012. The interior design of the library preserves the elements of the Post Office, showcasing the old mailbox loaned by the Communications Museum. By retaining its architectural features, the Cultural Affairs Bureau displays the historic and cultural value of the site.
The library occupies an area of some 260 sq. m., with seating for 77 as well as 6 computers with internet access. It mainly stocks home economics books to cater for the needs of residents in the neighbourhood. It has a collection of approximately 5,759 books, and carries 49 global newspapers and 85 types of magazines. The library provides services to the public such as library card application, book lending, reading of newspapers and periodicals, photocopying of documents, free broadband internet access and searching of electronic databases.

This library is located in Luis de Camões Garden and was built with the donation from Mr. Wong Ieng Kuan, an overseas Chinese from Peru. It was opened in 1999.
This library, spanning 675 sq. m., has two storeys – the upper floor is the reading zone and leisure area for children, while the ground floor is the reading zone (including book reading zone and periodicals reading zone). This library has a collection of around 21,191 volumes, 56 newspaper titles from various places as well as 134 titles of periodicals and provides seating for 131.

Located on the fourth floor of Edf. May Fair Garden, Ilha Verde Library opened in 1995. The first library equipped with a book anti-theft system in Macao, it soon became the culture, education, information and leisure centre of the neighbourhood.
The library occupies a total area of 482 sq. m. It is divided into various zones including reading area, newspapers and periodicals reading area, multimedia area, children’s area and other zones. The library mainly collects audiovisual materials, children, medical and healthcare books. The library provides services such as library card application, books and audiovisual materials lending, photocopying of documents, access to the Official Gazette of the Macao Special Administrative Region, newspapers and periodicals, broadband internet and accessing electronic databases, and so on. It has a collection of approximately 31,154 volumes, 2,052 items of audiovisual materials, 61 global newspapers and 216 types of magazines along with seating for 85.

Mong Há Library was originally a 3-storey building opened in 1988 inside Bairro Social de Mong-Há. To integrate with the Mong Há social housing redevelopment plan, the library was closed down briefly in April 2011 before it was relocated to the third storey of Habitação Social de Mong Há – Edifício Mong Sin, and re-opened in December the same year. The new library occupies an area of 360 sq. m, being divided into four areas (such as reading area, children’s corner, newspaper area and audiovisual materials room) with a total seating capacity for 91 users. There are six computers with broadband internet access and multimedia audiovisual services plus one desktop electronic magnifier.
In coping with the development of Mong Há community and the readers’ needs, the library primarily collects books for children, books on parenting and relationships and senior healthcare. Primary and secondary level students as well as parents and the elderly can conveniently get access to these materials. Its collection includes 29,254 volumes, 53 newspaper titles from different areas as well as 105 magazine titles.

This library is situated in Dr. Sun Yat-Sen Municipal Park (a.k.a. Canal Dos Patos Park). It was opened in 1996 and was initiated with funding by Mr. Wong Ieng Kuan.
On 24th January 2014 the library was moved to a premise nearby. It was converted from a restaurant in the park in the hope of providing a more comfortable reading environment for the public.
The new library occupies 459 sq. m. and provides seating for 68. Apart from the book reading service, this library offers an audiovisual room, children's reading zone as well as newspapers and periodicals reading area. It contains 13,940 volumes, 1,181 audiovisual materials, 53 global newspapers and 105 titles of magazines.

Opened in 2004, this library occupies an area of 220 sq. m., is located in Areia Preta Urban Park and was built through the generous donation of Mr. Wong Ieng Kuan. Apart from a book reading area, this library also houses a multimedia room and a newspapers and periodicals reading area for public use.
It has a collection of 7,189 volumes, 1,166 audiovisual items, 55 newspaper titles and 88 periodical titles. There is a seating capacity for 61. (The children's reading area was moved to Wong Ieng Kuan Children's Library in Areia Preta Urban Park on 2nd July 2011).

The first children's library in Macao, Wong Ieng Kuan Children's Library in Areia Preta Urban Park is located at the north of the Areia Preta Urban Park, just opposite to the Wong Ieng Kuan Library in Areia Preta Urban Park. Prior to renovation, the children's library was formerly the Northern District Public Services Centre. The library was unveiled to the public on 2nd July 2011, themed around the children's book Alice in Wonderland before it was repackaged with the animation theme Pleasant Goat and Big Big Wolf on 1st December 2012.
With an area of 210 sq. m., the structure features a circular children's play area, where children can play and activities can be held. It contains approximately 8,024 volumes, 977 audiovisual materials as well as 55 types of periodicals, with a seating capacity of 65.

Taipa Library is located on the basement floor of Taipa Central Park. It was officially put into public service on 1st September 2015 following its trial operation from 15th April the same year. Occupying a total area of 2,200 sq. m., it provides the largest space for public use among all public libraries. A large amount of translucent glass is used on doors and windows to separate the areas, allowing natural light into the library.
The library has four major zones, including a general reading area, a ‘children library’, newspapers and periodicals reading area and a multimedia room. It also houses a theatre for children, outdoor garden, multi-function room, nursing room, and a book drop device installed on the garden level. The library offers approximately 417 seats for reading, with a collection of some 83,900 volumes (including 29,329 children's books) and 5,415 audiovisual materials. With the capacity for a maximum collection of up to 150,000 volumes, Taipa Library carries 89 newspaper titles and 387 titles of periodicals from various places.

An antique, elegant building built in 1911 in Portuguese style, Coloane Library stood on Rua 5 de Outubro, Coloane. The library was formerly the Coloane Public Elementary School, one of three elementary schools on the outlying islands. Later, the function of the building was changed several times until it was re-modelled as a library in 1983.
The library occupies 170 sq. m. and provides 22 seats. It contains some 7,823 volumes, mostly children's books and popular novels, as well as 45 newspaper titles from different areas and 35 types of magazines.

The Seac Pai Van Library, located at Av. Vale das Borboletas, Complexo Comunitário de Seac Pai Van, 6˚ andar, Coloane, was put into operation on the 24th of September, 2019. With a total area of 2,074 square meters and more than 300 reading seats, the Library is a comprehensive public library that integrates the functions of learning, leisure and social intercourse. It currently has a collection of approximate 58,361 volumes and 6,620 audiovisual materials, with the estimated storage capacity up to 75,000 volumes.
In spatial design, the Library focuses on the creation of space and environment. The Library features personal reading space and social interaction areas, such as a multi-functional room, group discussion room and family zone, making itself an important public place in the district. In addition to the general library functions and areas, including periodicals area, reading area, self-study area, children’s reading area and audiovisual materials areas, the Library also features a nursing room and a self-service station, offering a quality and convenient reading experience and reading space.

Senado Library is located on Av. Almeida Ribeiro (San Ma Lo) inside the Municipal Affairs Bureau Building (IAM Building). The library is based on the design of Biblioteca do Convento de Mafra in Portugal, and a strong classical style is evident in the decoration and furnishings. Noticias de Macau had reprinted an article originally published in the South China Morning Post in 1949 and published its own commentary on in 1951, praising the design of the library as one of the most luxurious libraries in the Orient at the time.
The library opened in 1929, the predecessor to the Macao Central Library, and is one of the libraries with the longest service history in Macao plus the most valuable collection. Currently, the library specialises in collecting foreign rare books from the 17th to mid-20th Century, in particular the historical documents of Portugal in Africa and the Far East, many of which are rare treasures.
In addition, the library keeps Portuguese newspapers published in the late 19th and early 20th Century, including the Portuguese newspaper A Abelha da China first published in 1822, which was the first journal published by foreigners in the territory of China, and was also the first newspaper in Macao.
