In the upcoming October, the Macao Public Library will welcome a “new member”, the Seac Pai Van Library, a new branch library that aims to offer “community service” and serve “community culture”. Back in 2009, the Land, Public Works and Transport Bureau announced a community planning for Seac Pai Van. Since then, high-rises have sprung up in this area and a brand-new residential community that can accommodate nearly 60 thousand people has taken shape. In the definition of “community culture”, the community library as part of public cultural facility is a very important infrastructure which directly impacts the establishment of community codes and the cultivation of sense of belonging and identity. That is why so many people in the community are talking about the Seac Pai Van Library.

In this issue, “Author’s Say” invites Siaoyang Che, lecturer from Department of Communication of University of Macau, to share her stories and thoughts on the writing of Discipline and Desire: The Dark History of the Relationship between Human Beings and Animals. From history to philosophy, and from small things to the far-reaching animal protection law, she will set us on the revolutionary journey of the relationship between human beings and animals with her simple yet profound words. Also, the “Library Handbook” will present the brand-new “Self-service Library Card Application” which allows you to apply your library card with simple touches on the screen in just 5 minutes. In “Library Portrait”, our service staff member Cheok Sio Ieng will introduce in details our Interlibrary Return Service, and more tips on using the library.
